Does deleting a cloud file remove it from every device?¶
Not necessarily. A deletion can propagate through synchronisation to connected copies, while offline, detached, exported or separately shared copies remain.
Each copy has its own relationship¶
A full file inside a synced folder may be removed when the client receives the provider deletion. A device that is offline can retain it until reconnection. A manual download moved outside the synced folder is normally independent and may remain indefinitely.
Other users may have copied the object into their own account, attached it to a message or retained it in backup. Provider deletion controls the managed object, not every derived copy.
Device state changes the evidence¶
An offline device may preserve a local copy and sync database showing the earlier object relationship. Reconnecting it can receive the deletion and alter that state. Where remote change is a realistic risk, preserve and examine the device with appropriate specialist handling rather than reconnecting it merely to inspect the folder.
Conversely, absence after synchronisation does not show the device never held the file. Client logs, placeholders, deleted-item artefacts and provider history may establish earlier presence.
Map propagation rather than assume erasure¶
Record the provider deletion, connected devices and last sync times, offline settings, shared recipients and known downloads. This identifies which copies should have received the change and which were outside its reach.
Dave deletes OneDrive object OBJ-7721 at 10:02 in event DEL-310. His online Surface client OD-S4 receives the deletion at 10:03 and removes the synced copy. Android client OD-A17 has been offline since 08:40 and still holds a local copy; Priya's earlier download COPY-P2, moved outside the synced folder, has no managed relationship to receive the deletion.
The next useful comparison is DEL-310 against every client's last sync and queue state, local deleted-item artefacts, known download/share events, device isolation history and matching hashes.

Microsoft states that deleting a locally available OneDrive file can also place it in the device recycle bin. Files On-Demand and recycle-bin behaviour describe managed copies; a file copied outside OneDrive remains a separate local item. Product behaviour and recovery periods should be checked for the account and date in issue.
The point to remember
Cloud deletion propagates only through continuing managed relationships. Map synchronised, offline and detached copies before deciding what the deletion removed.
