Does reconnaissance prove the next stage of an attack occurred?

No. Reconnaissance does not prove that privilege escalation, lateral movement, collection or exfiltration followed.

Avoid the dangerous assumption

The dangerous assumption is that discovering a target means the offender successfully acted against it.

Reconnaissance may show:

  • interest
  • preparation
  • orientation
  • testing
  • automated enumeration
  • an incomplete attempt.

An offender may identify an administrator account without compromising it.

They may discover a server without reaching it.

They may list files without opening them.

They may identify security tooling and then abandon the activity.

Investigators should look for the next supported event.

Did authentication follow?

Was a new process created?

Was a service accessed?

Were files opened?

Was data staged?

Was a new account or persistence mechanism created?

A sequence of discovery and later action may support a stronger incident reconstruction.

But one should not be assumed from the other.

The absence of later evidence may result from failed activity, incomplete logging, containment or the offender choosing not to continue.

Report the distinction clearly.

“The system recorded discovery of network shares” is different from “the offender accessed the shares.”

Reconnaissance may still be evidentially important because it can show preparation or intent.

Where later evidence is absent, consider whether containment interrupted the sequence. That may explain why reconnaissance occurred without a visible next stage, but it should still be reported as an inference rather than a proven intention.

The report should preserve that boundary.

Operational takeaway

Use reconnaissance to show what was being sought or assessed, and require separate evidence for every later stage of the attack.
