CIM-248 Cyber Incidents & Offender Methods

What is a proxy or relay used by an offender?

The practical answer

A proxy or relay is an intermediary used to pass traffic between the offender and the target or between different parts of malicious infrastructure.

The key evidential caution

The dangerous assumption is that the visible source IP address is the offender’s actual device or location.

It may only be one intermediate hop.

An offender may use:

Key points

  • commercial VPNs
  • residential proxies
  • compromised routers
  • cloud servers
  • reverse proxies
  • redirectors
  • anonymity networks
  • remote desktops
  • other victims’ systems

What investigators should establish

Investigators should establish:

Key points

  • what role the intermediary played
  • whether it forwarded, originated or terminated the connection
  • who controlled the account
  • what provider records exist
  • what time and port were used
  • whether several hops were involved
  • what upstream source may be available

A proxy can conceal the original connection while still leaving provider or account records.

Shared services may place many users behind one address.

A compromised relay may belong to an innocent third party.

Evidential limits

Do not treat the proxy owner, subscriber or visible IP as the offender without corroboration.

Practical interpretation

Where several relays are used, record the precise sequence and time correlation. One hop may be a commercial service, another a compromised server and a third a residential proxy. Treat each as a distinct evidential layer rather than collapsing the chain into one source.

Where an intermediary keeps no useful logs, preserve that limitation and look for evidence at the preceding and following hops. The absence of one provider record should not be treated as proof that the relay chain ended there.

Operational takeaway

Treat visible network sources as possible intermediaries, and reconstruct the connection chain through provider, account, timing and upstream-access evidence.
