Can the IP link this event to earlier intelligence or other cases?

A repeated IP address can justify comparison, but it is not automatically a link between offenders.

Compare the address in context

For each event preserve the complete address, date, time, time zone, source, port and protocol. Then check whether the address was assigned to the same provider, customer, hosted resource or intermediary at both times.

Dynamic allocation, mobile networks, VPN exits, public Wi-Fi and cloud reassignment can make a repeated address non-distinctive. A current lookup cannot prove historical continuity.

What makes a comparison stronger?

Look for independent common features:

  • the same account or device identifier;
  • matching session or request details;
  • a distinctive payment or recovery detail;
  • a shared communication pattern; or
  • unusual timing or behaviour.

Also record differences. Agreement is less useful when several case records merely repeat one original intelligence report.

Safe conclusion

These events share a recorded IP address, subject to the timing, allocation and source limitations. The result supports further comparison but does not by itself establish the same device, user or offender.

The point to remember

An IP match is a prompt to investigate the relationship, not the relationship itself.
