Does an IP address in a log identify the user?

No. An IP address can identify a connection point or network at a defined time. It does not by itself identify the endpoint or human using that connection.

Address meaning depends on architecture

Public addresses can serve households, offices, Wi-Fi, mobile carrier NAT, VPNs, proxies, hosts or cloud services. Private addresses are locally scoped and reused. A source field may contain a device, router, reverse proxy or load balancer, while the original client appears elsewhere or is lost.

Trace the connection path

Establish public or private scope, field meaning, forwarded fields, exact time and zone. Obtain allocation, NAT, DHCP, VPN, authentication and session records as needed.

Correlate the result with account, endpoint, physical access and communications. Even a strong subscriber or network link does not identify the person without further evidence.

The point to remember

Use an IP address to reconstruct a time-specific connection path, then prove the endpoint, account and user separately.
