What is a virtual or VoIP telephone number?¶

A telephone number may appear in messages or calls even though no conventional mobile handset is involved.

Evidential caution: that every telephone number is tied directly to one SIM and one physical device.

What this means¶

A virtual or VoIP number is provided through an internet-based communications service. It may receive calls or messages through an application, browser, desk phone or cloud platform rather than through a traditional mobile network connection.

The number may be used from several devices or locations. It may also be managed by a business, forwarded to another number or shared among several users.

That can make the number useful as an account or service identifier, but weaker as direct evidence of device possession or personal location.

A virtual number may still be linked to a real person, organisation or payment method, but that connection requires separate evidence.

In reports, distinguish the apparent telephone number from the underlying account, device and user.

What to check or do next¶

• Preserve the full number, country code, provider, account details, dates and relevant platform identifiers. Establish whether the number was assigned directly by the service or supplied through an intermediary.
• Look for subscriber and account records, payment details, login activity, linked devices, IP records and application data. These may help identify who controlled the service at the relevant time.

Evidential limits¶

Be alert to call forwarding and number presentation. The number shown to the recipient may not identify the originating device or location.
