What is an IMEI and what does it identify?¶

An IMEI is an international mobile equipment identity used by networks to identify mobile radio equipment. It can link a subscription's network activity to a handset, but not directly to its owner or user.

Preserve every device identity¶

Dual-SIM or multi-radio devices may have more than one IMEI. Record all values and their source - device settings, hardware, packaging, provider records or extraction - without assuming they are interchangeable.

Provider data can show which IMSI or SIM used an IMEI during a period, helping reconstruct movement of subscriptions between handsets.

Attribute equipment use separately¶

Compare IMEI with serial numbers, account and SIM records, local application data, possession and location. A purchased device may be shared, borrowed, stolen, sold or remotely controlled.

Report the network association to equipment first, followed by the dated evidence connecting that hardware to a person. Preserve discrepancies for investigation rather than silently correcting identifiers.
