What is an ICCID and what can it tell me?¶

An ICCID is an identifier assigned to a SIM card or eSIM profile.

What this means¶

It identifies the SIM credential itself, not the handset, telephone number or person using it.

Investigators may find an ICCID printed on a physical SIM, shown in device settings, recorded in provider systems or recovered during specialist examination.

Its value is in linking the SIM to other records.

A provider may be able to associate an ICCID with a subscription, an IMSI, a telephone number, an activation event or a replacement history, depending on the records available.

That can help establish whether a particular SIM was fitted to a device, replaced, reissued or transferred.

It may also assist where several SIMs have been recovered and the investigator needs to distinguish which network identity each one represents.

A SIM may be registered to one person, supplied by an organisation, passed between users or found in a device belonging to someone else.

The relationship between ICCID, IMSI and telephone number can also change over time. A replacement SIM may have a new ICCID while retaining the same mobile number. An eSIM profile may be reissued. A number may be ported to another provider.

The operational takeaway is: an ICCID identifies the SIM or eSIM profile. Use it to trace activation, replacement and subscription links, but do not treat it as proof of the device user or account holder’s actions.

What to check or do next¶

• Record the ICCID exactly and note its source. A photographed SIM, device settings screen and provider response may each show related but different identifiers.

Evidential limits¶

An ICCID does not prove who inserted, possessed or used the SIM.
