Does a digital-wallet account identify the user?

No. Registration and verification identify the provider's customer relationship; several people or endpoints may later operate the account.

Access can diverge from registration

Wallet sessions can remain active on phones, tablets and browsers. Credentials can be shared or compromised, and existing sessions may avoid visible account changes. Verified identity at opening does not prove exclusive control of each transaction.

Attribute the disputed event

Obtain logins, registered endpoints, IP-related records, sessions, authentication, recovery and contact changes, plus funding-source and recipient setup. Compare disputed use with normal endpoints, locations and patterns.

Device evidence and communications can show sessions, credentials, remote access, permission or deception. Treat new endpoint as a clue rather than automatic compromise and distinguish registered customer from proven operator.

Use wallet registration for the customer relationship and prove transaction-time operation through session, endpoint, security and contextual evidence.
