Does a wallet address identify a person?

No. It identifies a source, destination or contract within a blockchain system. Personal attribution requires evidence connecting that identifier to an account, endpoint, communication or act of control.

One address can represent several arrangements

It may be controlled by an individual, exchange, merchant, organisation, shared wallet or smart contract. One person can use many addresses and one custodian can operate addresses for thousands of customers. An address quoted in a message may be a request destination rather than controlled by its sender.

Build a time-specific attribution

Provider records can map deposits and withdrawals to verified accounts. Endpoints may hold wallet data, keys, seed phrases or transaction history, while communications can show requests and knowledge. Specialist proof-of-control methods can sometimes demonstrate technical access.

Attribute a wallet address only through corroborating evidence and state the time and type of control actually proved.
