Not necessarily. Registration, hosting, publishing, administration and receipt of proceeds may be separate roles.

The practical distinction¶

Ask who paid, accessed the management account, changed DNS, uploaded content, received enquiries or controlled the relevant device. Current registration may not reflect control at the event time.
