Does a residential IP address mean the website operator lives there?

No. It may identify the subscriber and premises allocated that address at a particular time. It does not identify the individual behind the website.

What the address does and does not join

A home connection can be used by household members, visitors, tenants, nearby authorised users and remotely controlled devices. The website may run on one internal system or be exposed through a router, tunnel or compromised device.

The subscriber record is like identifying who pays for electricity at a property: it establishes a relationship with the premises, not who switched on a particular appliance.

Confirm the address assignment with the exact date, time and time zone. Then determine which device received the traffic and how. Router forwarding, DHCP records, dynamic-DNS updates, tunnel configuration and local server logs may help.

Account and content evidence remain important. Who controlled the domain, held the website files, possessed administrator credentials, answered communications or received payments? Those links may identify a remote person or another resident.

Residential IP addresses can also change, and some providers share public addresses between customers. Address and port information may therefore both be necessary.

The point to remember

A residential IP can lead to a connection and premises. Router, device, account and activity evidence is needed to identify the operator.
