Does a contact address or telephone number on a website identify the operator?

Not by itself. A website contact detail is a useful identifier and line of enquiry, but it may be false, copied, outdated, shared or controlled on someone else’s behalf.

Preserve the relationship, not just the number

Record the exact page, URL, date and time, and the purpose for which the detail was displayed. A telephone number used for sales may have a different significance from one used for account recovery or payment confirmation.

Also preserve formatting, country code, extensions, messaging links and any nearby names or reference numbers. These details can help distinguish a copied address from an actively used contact route.

Establish what kind of service it is

A telephone number may be a mobile subscription, fixed line, hosted business service, forwarding number or app-based account. An address may be a residence, serviced office, mail-forwarding facility, accountant’s office or an entirely unrelated property.

The displayed detail therefore leads to questions such as:

  • who supplied the service and which records exist;
  • which account paid for or administered it;
  • whether calls or messages were forwarded elsewhere;
  • when the detail was added to or removed from the site;
  • whether the same identifier appears in domain, platform or payment accounts.

Provider records should be interpreted for the relevant period. Current ownership does not necessarily establish who controlled the number when the website activity occurred.

Corroborate use and control

Stronger attribution may come from communications with witnesses, website-account recovery settings, call or messaging records, payment details and devices containing the relevant authenticated account.

Repeated use across independent services can be significant, especially where an unusual number or address appears in registrar, platform and merchant records. Still distinguish the subscriber, account holder and actual user; they may not be the same person.

Treat website contact details as identifiers to verify. Establish the service, account, relevant time period and actual use before linking them to an operator.
